澎湖群島由近百個大小島嶼和岩礁所組成,分布在台灣海峽中央偏南,東西約40公里、南北約60公里的海域上,是東海和南海的天然分界線,地理位置非常重要。
這個偏遠的島縣雖然貧瘠,卻也有它得天獨厚的條件。127平方公里的土地上,擁有320公里的海岸線。綿長的海岸線,位在中國大陸棚淺海,使得澎湖擁有37平方公里的潮間帶,比台灣其它地區都來得廣大。
四千多元年前,就有先民為了採集澎湖潮間帶的水產資源,季節性或短暫性的在澎湖居留。西元1281年設治以來,生活在這塊土地的居民「以海為田」。海洋,提供了澎湖人生存與活動的舞台,澎湖人也以此創造了豐富而精采的海洋文化。
曾幾何時,我們發現澎湖的海岸被消波塊佔滿,沙灘被防坡堤取代。澎湖的海岸與沙灘離兒童越來越遠,海洋逐漸消失在青少年日常生活的舞台,外婆的澎湖灣是否將不再有澎湖青少年溫馨美麗的幻想?
賴縣長峰偉與縣民共同創造了青青的草園,王縣長乾發鼓勵澎湖青少年游向藍藍的海洋。教育局全力推動游泳教學,希望澎湖的青少年都能悠游在大海。讓青青的草原與藍藍的海洋共譜澎湖學子青春健美的黃金時光。
讓澎湖的師生與海洋有約一直是我們努力的方向。我們期待各校師生走出校園,奔向海洋。踏查潮間帶生物、探索潮間帶產業;觀察海岸溼地,划著輕艇徜徉在藍天碧波間;乖風破浪,欣賞貓嶼、小白沙、碇鉤、雞善各離島上空燕鷗翔集的壯闊景象。
我們也期待澎湖的師生能認識自己的家鄉,能細數家鄉的地理景觀、歷史文物;了解家鄉的經濟活動、參與家鄉的民俗節慶,融入地方的海洋文化活動中。我們更期待澎湖的師生能珍愛與我們共存共榮的萬物,保護可愛的綠蠵龜、共同宣導與遵守禁採的法令,讓我們的海洋資源能夠生生不息,大家一起來保護我們共同生存的島嶼。
澎湖海洋文化教學示例是本縣國教輔導團各領域團員共同努力的成果,旨在拋磚引玉。期盼各校教師一起來編寫更多的海洋文化教學檔案,讓澎湖的學子能知海、愛海、惜海,共同為澎湖創造更美好的明天。

The Penghu
Archipelago is made up of nearly a hundred islands and reefs. The islands are
located slightly to the south of the centre of the Taiwan Strait, occupying an
area in the sea of 40 km from the east to the west and 60 km from the north to
the south. They are geographically significant, being the natural boundary
between the East China Sea and the South China Sea.
Although this remote island county is not fertile, it has, nevertheless,
received special gifts from nature. With a land area of 127 sq km, it has a
coastline that measures 320 km. This long and winding coastline in the shallow
waters of the Chinese Continental Shelf has given Penghu an intertidal zone of
37 sq km – the largest in all of Taiwan.
As far back as four thousand years ago, early settlers were making their
homes in Penghu seasonally or temporarily in order to take advantage of the
marine resources in the Penghu intertidal zones. Since the establishment of
local government in 1281 C. E. (Common Era), the residents of this region have
always thought of the sea as the “rice field” they cultivate. The sea is the
focal point of life and activities for all Penghu residents, and they, in turn,
have created a rich and diverse marine culture.
However, not long ago, we came to the realization that the shores and
beaches of Penghu were being overtaken by armor units (消波塊)
and sea walls. The shores and beaches of Penghu are now, more and more, out of
the reach of our children. The sea is slowly losing its significance in the
daily lives of our young people. Is the Penghu Bay of our grandmothers never
going to figure in youthful dreams in Penghu again?

former County Magistrate, worked hand in hand with the county residents to
create green space. Mr. Chien-Fa Wang (王乾發),
County Magistrate, encourages all Penghu youth to look towards the blue seas.
At the Board of Education, we are putting in every effort to promote the
teaching of aquatic skills, with the goal that all Penghu young people will be
able to enjoy the sea. Let the greenery and blue ocean together compose that
golden age that healthy adolescence is for our young people.
We have always worked tirelessly towards fostering stronger ties between
the sea and the students and teachers of Penghu. We look forward to the day
when students and teachers from our schools will step outside the school
building to go to the sea to explore the living creatures in the intertidal
zones, to learn about the industries that go on there, to study the coastal
wetlands, to sail on the sea in canoes and kayaks, and to enjoy the impressive
sight of myriads of terns flying in the sky over Mauyu, Small Baisha Island,
Dinggouyu and Jishanyu.
It is also a goal for us that the students of Penghu will learn much
about their own hometown, so that they will be able to talk knowingly about the
geography, history, culture, economy, feast days and celebrations of their
hometown and that they themselves will become an integral part of our marine
culture activities. It goes without saying that we hope that students and
teachers of Penghu will love and value all living things in the world, help us
protect the lovely green turtles and obey and promote the laws prohibiting
illegal harvesting, so that our resources will continue to be sustainable. Let
us all do what we can to protect our islands.
The Penghu Marine Culture Teaching Exemplars are the culmination of the
work all the members of the curriculum consulting committees in all learning
areas in the county. It may be that our humble efforts will help fire the
interest of experts. We hope that the teachers of our schools will work
together towards developing more teaching units, so that the students of Penghu
will know more about the sea, learn to love and value it and, through this,
create a better future for Penghu.
